Description

Promoting, supporting and improving the early development of children from the prenatal stage to five years of age.

Authority

Board of Supervisors: Ordinance No. 5142, 12/8/98; Ordinance 5236, 6/6/00; Resolution No. 01-0263, 3/6/01; Ordinance No. 5807, 10/14/08.

Duties

To facilitate the creation and implementation of an integrated, comprehensive and collaborative system of information and services to enhance optimal early childhood, and eliminate duplicate administrative systems. The Commission is charged with administering the Children and Families Fund.

Term

Three years, limited to three consecutive terms.

Membership Composition

Three ex-officio members consisting of the Health & Social Services liaison member of the Board of Supervisors, the Director of Health Services and the Director of Human Services; six other members from the following categories: recipients of project services included in the county strategic plan; educators specializing in early childhood development; representatives of a local child care resource or referral agency or a local child care coordinating group; representatives of a local organization for prevention or early intervention for families at risk; representatives of community-based organizations that have the goal of promoting nurturing and early childhood development; representatives of local school districts; representatives of local medical, pediatric, or obstetric assocations or societies.

Meets monthly.

Compensation

The Commission has adopted bylaws which provide, among other things, a) for a reasonable per diem, not exceeding the per diem payable to members of the County Civil Service Commission; b) that any per diem payable to an ex-officio member shall be paid to the public agency which that member represents.
