Local Agency Formation Commission

Description

The Local Agency Formation Commission is an independent agency established by State law. The commission is responsible for reviewing, approving, or disapproving changes in organization to cities and special districts including annexations, detachments, new formations and incorporations.

Authority

Government Code Sec. 56000, et seq, the Cortese-Knox Hertzberg Local Government Reorganization Act of 2000.

Duties

To approve changes of jurisdiction including annexations and district or city formations.

Term

Four years.

Membership Composition

Seven members: two Mayors or City Councilmembers (one alternate); two members of the Board of Supervisors (one alternate Supervisor); two independent special district members (one alternate); and one member of the public (one alternate) appointed by other members of LAFCO.

Compensation
